Finish Meta optimizer refresh after TIP/LQD/VIX dataseries import

Objective

Finish the Meta optimizer republication left incomplete by issue 1311: refresh every meta id from resolve_dependents(['TIP','LQD','^VIX']) under docs/site-data/meta-strategies/ plus catalog HTML/JSON, without publishing private raw dataseries rows.

Results

• Exported all 13 catalog Meta base payloads via export_implemented_meta_payloads (one id at a time).
• Per-id wall clock ranged from about 9 minutes (meta-maximum-diversification-high-tax) to about 95 minutes (meta-target-return-sp500); total sequential export about 11.9 hours.
• Refreshed Meta catalog rows, leverage Meta variants, and section pages via refresh_meta_catalog_artifacts.
• All 13 base payloads now have generated_at after the 2026-08-26T17:45:44Z TIP/LQD/VIX import.

Limitations

Meta selection still reads AllocateSmartly return streams rather than dataseries hops, so the TIP/LQD/VIX history extension affects Meta only through any AS-backed constituents that use those series—not as direct Meta inputs. Follow-up #1318 tracks wall-clock mitigation for future rebuilds.
